TRANSFORMATION THROUGH OUT DECENTRALIZATION – THE SOCIAL PROTECTION OF DISABLED IN ITALY
Summary
Several features make Italian disability policy positively and negatively unique. The significant decentralization, introduced in 2000, and, along with it, enormous discretion left for the medical practitioners in course of disability assessment at the regional level, caused fraud phenomenon „that has gotten out of control”. This paper characterizes the system main features, the development of legislation, it analysis problems of disability definitions and assessment, and points out the outmoded solutions within disability policy and performance of local authorities.
