Streszczenie
Efektywność finansowania, zarówno w sferze publicznej, jak i prywatnej, uzależniona jest od alokacji kapitału w różne obszary działalności, zarówno operacyjnej, jak i inwestycyjnej, które w najlepszy sposób pozwalają na osiągnięcie zakładanych celów. Niewątpliwie pomocne w rozwiązywaniu dylematów inwestowania kapitału są rekomendowane przez teorię finansów metody oceny efektywności przedsięwzięć inwestycyjnych. Borykając się z problemem ograniczonych kapitałów, sfera publiczna powinna być przede wszystkim zainteresowana metodami pozwalającymi zbadać efektywność finansowania w kontekście oceny skuteczności realizacji zakładanych celów. Problem ten nabiera szczególnego znaczenia w sytuacji istniejących potrzeb, które znacznie przekraczają posiadane zasoby finansowe. W niniejszym opracowaniu przedmiotem rozważań jest wskazanie na istotę oceny efektywności transportowych inwestycji infrastrukturalnych. Rozważania rozpoczęto od omówienia efektów generowanych przez transportowe inwestycje infrastrukturalne. Główny nacisk w opracowaniu położono na problemy związane z programowaniem rozwoju infrastruktury transportowej jako determinanty wpływającej na efektywność inwestycji. W końcowej części przedstawiono płaszczyzny oceny efektywności transportowych inwestycji infrastrukturalnych.
THE BACKGROUND OF APPRAISAL OF TRANSPORT INFRASTRUCTURE INVESTMENTS EFFECTIVENESS
Summary
The effectiveness of funding, in both the public and private domains, depends on the allocation of capital in various areas of activity. The main principle of funding should be to find the best ways to achieve the goals. Undoubtedly, helpful in solving the dilemmas of capital investments can be methods for assessing the effectiveness of investment projects recommended by financial theory. Although, public spheres should be primarily interested in methods allowing appraising the effectiveness of funding in the context of assessing the effectiveness of their goals. This problem is of particular importance in a situation of existing needs that far exceed the financial resources. The main purpose of this paper is the presentation of the background concerning the appraisal of the transport infrastructure investments effectiveness. At the beginning, the effects generated by transport infrastructure investments have been discussed. The special focus is put on the programming problems of transport infrastructure development, as the determinants affecting the efficiency of investments. In the last part the areas of assessing the effectiveness of transport infrastructure investments are presented.
