Streszczenie
Celem artykułu jest zaprezentowanie alternatywnej formy pozyskiwania kapitału na budowę niskoczynszowych mieszkań na wynajem przez polskie jednostki samorządu terytorialnego. W artykule postawiono następujący problem badawczy: czy i jeśli tak to dlaczego w polskich miastach potrzebne jest wejście prywatnych inwestorów w obszar budownictwa mieszkaniowego na wynajem dla niezamożnych gospodarstw domowych.

PUBLIC-PRIVATE PARTNERSHIP AS AN ALTERNATIVE METHOD OF THE SOCIAL HOUSING FINANCE IN POLAND

Summary
The aim of this paper is to present the alternative method of obtaining private capital for building low-rental dwellings. The following research problem will be put forward in this article: if and yes why in Polish cities are needed private investors in rental housing for households of modest means. So far Poland has not succeeded in developing a regional housing policy which would meet the needs of low-earning households. Majority of Western European countries solved the problem of availability of dwellings for the less affluent part of society in the 1960s and 1970s by earmarking more than 1 % of GDP per year in the long term to this end. In Poland solving the issue of affordable rental housing is not possible without the government’s financial support. For this reason there is an urgent need to create conditions promoting long-term development of social housing by taking advantage of both public and private sources of finance. Therefore, public-private partnership is said to be the most suitable alternative method of financing social housing in Poland.
