Summary
This article presents the essence of budgeting and its components. In particular, the principles of transparency, effectiveness and efficiency, and consolidation of multi-annuality costs in managing the budget. Presented features which must be met meters, indicating the degree of fulfillment in their objective of the task. In particular, the measures of effectiveness and efficiency, which are discussed types, their characteristics and type of purpose, and examples are given. Article closes budgets summary and discussion of task selected EU countries: UK, Holland, France, Slovakia, Portugal, Finland and Ireland.
