Streszczenie:
W niniejszym artykule dokonano analizy i oceny instrumentów działania Narodowego Funduszu Zdrowia (dalej: Funduszu). W szerszym aspekcie autor zwraca uwagę na rozproszenie i rozmycie odpowiedzialności w obszarze ochrony zdrowia. Jego zdaniem, percepcja roli Funduszu w dużym stopniu jest zdeterminowana brakiem równowagi pomiędzy podmiotami uczestniczącymi w systemie ochrony zdrowia. W ocenie autora nie powinno się Funduszowi przypisywać funkcji koordynatora systemu ochrony zdrowia, a w konsekwencji odpowiedzialności za ochronę zdrowia.

THE ROLE AND FUNCTIONING OF NFZ IN THE SYSTEM OF HEALTH PROTECTION
Abstract:
The hereby paper contains the analysis and evaluation of the functional instruments of the National Health Protection Fund, hereinafter referred to as the Fund. In a wider context, the author focuses on the dispersion and blurredness of responsibility in the sphere of health protection. In the author’s opinion the perception of the Fund to a large extent is determined by the lack of balance between the subj ects participatingin the system of health protection. In the author’s opinion the function of the coordinator of the health protection system and hence the responsibility for health protection should not be ascribed to the Fund.
