Streszczenie
Kredyty i pożyczki stanowią najbardziej popularny instrument zaciągania długu przez jednostki samorządu terytorialnego w Polsce. W latach 2002–2010 ich wartość zwiększyła się z 4,74 do 17,32 mld zł. W artykule zaprezentowano specyfikę kredytów dla jednostek samorządu terytorialnego oraz perspektywy ich rozwoju do 2015 roku. Scharakteryzowano ryzyko, dochodowość i marże poszczególnych rodzajów tych kredytów. Omówiono także czynniki, które poddawane są analizie w procesie oceny zdolności kredytowej jednostek samorządu terytorialnego.

Summary
Credits and loans are the most popular kinds of debt in the local governments in Poland. Between 2002 and 2010 the volume of these credits rose from 4.74 to 17.32 billion PLN. The article presents specific aspects of credits for local governments and perspectives of their development until 2015. Risk, profitability and margins of some types of these credits were characterized. The paper also described factors which are analyzed during the process of credit scoring of local governments.
