Streszczenie:
Celem niniejszego opracowania jest wskazanie kluczowej roli państwa w kształtowaniu rynku finansowego w Polsce na przykładzie bonów skarbowych. Autorka poddaje opisowej analizie bony skarbowe jako instrument z jednej strony finansujący potrzeby pożyczkowe państwa, a z drugiej wpływający na inne instytucje i instrumenty rynku finansowego. Analiza pominie w ogóle aspekt kształtowania rynku finansowego w ramach pełnienia funkcji ustawodawcy. Autorka dowodzi, iż gospodarka publiczna, a także deficyt budżetowy i dług publiczny, mają wpływ nie tylko na finanse państwa, ale na całość gospodarki krajowej, a przy obecnie występującej gospodarce globalnej można nawet stwierdzić, że deficyt budżetowy konkretnego państwa i instrumenty wykorzystywane do jego pokrycia mają wpływ na gospodarkę w ogóle.

THE KEY ROLE OF THE STATE IN FORMING THE FINANCIAL MARKET IN POLAND, BASED ON THE EXAMPLE OF TREASURY BILLS
Abstract:
The aim of this study is to show the key role of the state in forming the financial market in Poland, based on the example of Treasury Bills. The author analyses Treasury Bills as the instrument that on the one hand finances the loan needs of the state, and on the other hand influences other institutions and instruments of the financial market. The study does not include the aspect of forming the financial market within the scope of its legislative function at all. The author proves that the public economy, as well as the budget deficit, and the national debt have influence not only over state finances, but over the whole domestic economy; and taking into account the global economy that is appearing currently, one can state that the national dept of a state and instruments used to pay it have influence over the economy in general.
